Why is Dover Downs picking on poor Simon? Laying back in the sulky? Maybe he was hoping to get teabagged? Maybe there was a young horse behind him and he wanted a better look at his junk? It's not right to pick on him just because he's a degenerate!

And where do fines actually go? Purse account, testing fund? I've never actually heard where it goes.
