USTA people talk a good game but they are really just a record keeping company. If we use The Meadowlands as an example even with their 2 day a week schedule, the Boss, Jeff Gural hires known cheats to train his horses. He doesn't allow the "Better" cheats to race at his track so he's a worthless hypocrite. The sport or game doesn't have anything in place to clean it up. Either the names just change or the cheats move on to a different track.

very interesting on the breeders cup  telecast on NBC they talked a few times about HISA  and the effect it will have from a positive reflection on the sport

i dont know enough to try to say how peds compare in the two sports, what i do know is the perception is it is much worse in harness than t breds

the wagering handles would suggest gamblers feel the same

but they did not hide from bringing it up on a national telecast on the biggest day of racing
