if Oaklawn was able to take out of town horses (everyone at the gate was tested for fever or symptoms), why (when rate of new cases is low enough) cant this be done in NY? The upstate area is very close to meeting Cuomo's requirements...Up state harness tracks should have a plan in place and ready to go.....
