Of course its PAST time for the tracks to DO to do something about it. But NONE want the expense or problems of having to deal with it. They would rather hide their heads in the sand and just keep the money train rolling. The part I don't understand is that the tracks have the right of refusal. WHY don't they use it more? THAT'S how tracks used to deal with it. "Don't go away mad, just go AWAY". As long as it's not discriminatory, it's legal. But the problem for tracks today is that they NEED horses. And it seems that the juicers have most of the horses. IF the tracks would have stopped the juicers long ago, honest trainers would STILL be in the business. Honest trainers were forced out by the juice trainers. Owners go to the trainers who are winning.
