Stricter guidelines in 2020 for Buffalo's whipping rule.

Buffalo trying to cut NY. State Gaming Commission out of their fines, how's this gonna work out? "Drivers will be subject to penalties set down by Buffalo Raceway and are not contingent on any rulings made by the NY. State Gaming Commission's Judges." Maybe they get fined by both.

They may be able to make their own rules but might have to have their officals enforce them

They can make all the rules they want, but if they don't enforce them or only on some it doesn't matter.

Racetracks have the right to make as many rules as they'd like. One rule by James Mango that is most definitely a good.
