He’s broke all of the time. All of the owners he’s stolen from.  All of the cheating and thievery.  And still broke. He has a terrible gambling addiction combined with an insane painkiller addiction.  He blows through the money quickly.  Both of those addictions are expensive. Imagine if he hadn’t gotten in at Saratoga where he owns the judges and race secretary?
