Qualifiers shouldn't be required.  It is an unnecessary expense to owners.  Bettors are smart enough to realize that if a horse makes repeated breaks he's a risk to bet.  What does a slow mile  prove?  He can go slow without making a break while loaded up with a painkiller?  Waste of time for anyone involved.

This is 110% on the mark.

or at least give everyone a check.  It costs real money for gas and tolls to ship to a track for a qualifier, so there should be a reimbursement of some type.

I can't see pay-outs for Q.  However, in an era of participation trophies ... I do believe that horses out of the top 5 oughta get 1% as a participation gift.
