Agreed, it's much more difficult to fix races with 10 horse fields...

lining them up all the way to the fence is no good.  if you draw outside, it's no chance - so ?  how come they can't line the horses up like indy 500? - 3 rows of 3 or some mathematical combination that would squish the racers closer to the rail

have you ever watched a race?  there are often 3 across racers?  you are obviously a critic w/ no better suggestions  -  O, and, please!!!  don't suggest a staggered starting gate.

Please show me the track, date, and race in N.A. where the horses were ever lined up the way you are suggesting at any point of the race 3 x 3.....add to that a starting gate in front of the horses....it is a recipe for disaster....sorry that I don't agree with your advanced and progressive thinking
