how do trainers get caught with drugs that would get John Doe on the street throw in jail but a fine and time in the penalty box, they are back in business ( rarely are they 'actually' out of business)

I bet less on harness than ever, mostly due in part to the delays ( already mentioned ) in the post. I make a bet or two and will go back  later to watch replays.... If I was engaged, I might just bet more.
