WEG is still private property. The government has been subsidizing, and collecting taxes from Racing for over 50 years.

I'm sorry, but I don't connect the dots of guys with positive tests being horse abusers.

Menary's horses were always as fat and shiny and well taken care of as any, as are most of the horses of the guys that end up with positives from trying to exploit an edge.  He cheated, he got caught, several times, he's paying the price.  But I can guarantee the guy loves horses, they were his life's work.
