Is brushing the right move?

Just watched Race 4 at Harrah's.  Tim comes away third and brushes with the 6 (9/2) before any outer flow develops.  The 1 (13/1) comes first over and puts away the 6 with ease.  6 goes backwards and clogs up the inside, closing in 29.1. 

Is this the right strategy for a third or fourth favorite who comes away third? I know being locked in is brutal, but it seems like drivers are doing this more and more, and it never seems to pay off.

Depends on the horse, track, race surface, etc. Lots of variables.
