I would have self-self betting terminals THAT WORKED available on tables in the dining room.  I would set some threshold bet level, after which the cost of programs for any track would be credited back to one's players card.  No limit on the number of tracks to which this applies.  I would serve decent tasting food that is edible - much like what is typically available in the buildings housing the slot machines.  And last, but not least, have wet t-shirt contests on the track apron - at least on weekend nights.

Other ideas?
first you would have to find some people under 60 that have even heard about harness racing. not very likely. if you could why not just give them free programs that they couldn't read or decipher anyway. they would never be able to operate a self-betting machine while eating your decent tasting food which you would have to charge way too much for. when their horse breaks stride in the first race it would be difficult to convince them to keep on betting. you are about 50 years too late with this idea. if you owned a slot track wouldn't you want them in the casino anyway.
