I had dealings with this character several years ago. I remember him as an overbearing tin badge type that liked to throw his weight around. If I recall correctly, he was involved in some sort of criminal activity in connection with a small town police job before working for the race track. If Scarborough Downs is desirous of presenting a new image to horse people and race fans, getting rid of him is a good place to start!
