After reading what Mike Dowdall did, it's ridiculous he only got a 15 day suspension and $1,000 fine from the PA racing commission:

PA Code 58-183.345(a) 183.344 While on the backstretch on 4/10/18 he did
intend give give his horse a liquid mixture to his horse who was racing that
evening. He did not give it to the horse as the investigators showed up and
saw him with a dose syringe ready to put in the mouth of the horse. Both of
his horses(Love Forbidden and Believeinthespiri t were scratched). The
investigators then started a search of his area and vehicle and also of his
person. Mr. Dowdall failed to cooperate with the investigators when asked to
show them what he had in his sweater pocket. He 1st pulled out a cell
phone and then put his hand back into his pocket. When asked what else he
had in his pocket, he refused to take his hand out of his pocket or turn the
pocket inside out. Mr. Dowdall is fined $1000.00 and is suspended(full)15
days starting on May,3rd 2018 and continuing through May, 17th 2018. Mr.
Dowdall may not transfer any horses he owns or trains without the approval
of the judges at Pocono Downs or with The State Horse Racing
Commission. During this suspension he and all horses owned and trained
by him are barred from all tracks under the jurisdiction. He may appeal this
decision in writing within 10 days of notice of this decision as set forth in PA

If the police, States Attorney's Office and judges treated criminals in the court system this lightly people would be demanding they get fired and rightly so.

We (especially me) need to redirect our anger from the criminals juicing their horses towards the CRACKHEADS who allow these crimes to go unpunished!


There are enough severe penalties in the law to stop these criminals from working in any capacity in the industry.

The problem is these criminal stewards and racing boards who refuse to do their job and protect the honest horsemen and public from these thieves.

Clearly by what the Ohio suspension states it was only in Ohio. Read between the lines. He got railroaded at northfield like every other top trainer. The list is endless on how many top trainers were barred from northfield without suspension

fighting charge where Mr. Dowdall began shouting
obscenities and threatened bodily harm to a driver
as the horses pulled up by the paddock after a race
at Northfield Park. Four races later, he entered the
Northfield Park drivers room and began taunting
and provoking the same driver causing a physical
altercation. (2) February 2017 incident where Mr.
Dowdall refused to comply with the request of the
State Veterinarian and his assistants during the
post-race urine collection procedure. (3) March 2017
incident where Mr. Dowdall threatened the State
Veterinarian regarding a matter that took place on
2/28/17. (4) October 2016 Methocarbamol positive on
Lookingforadventu re, at a concentration of 60.4+-11.5
micrograms per milliliter of urine, which was over the
regulatory threshold of 1 micrograms per milliliter. The
infraction was the second Class IV Methocarbamol
positive within 365 days for Mr. Dowdall who had
previously received an April 2016 positive on the horse
Legal Process of 1.4+-0.2 micrograms per milliliter of
urine. The April infraction penalty was a $ 1,000 fine,
horse disqualification and, purse redistribution.

Ruling #18030C stated that a fifteen (15) day full suspension would be held in abeyance but served "automatically" if a "similar infraction" were to occur within a six month period from 4/10/2018. On April 10, 2018, Mr. Dowdall failed to cooperate with investigators during a search at Mohegan Sun Pocono. On that date, Mr. Dowdall was also caught & penalized for attempting to give a horse (racing that evening) a foreign substance via a dose syringe. Within 6 months of 4/10/2018, Mr. Dowdall has received penalties for positive tests on 3 horses at Harrah`s Philadelphia (Rulings #18067CD,#18068CD,#18069CD). The judges determined the positive test violations to be "similar" to the violations from 4/10/2018 due to the fact that they involve "foreign substances" & horses trained by Mr. Dowdall; therefore,The fifteen day full suspension (8/13/2018 up to & including 8/27/2018) has been reinstated.

HUNCH MAN has been disqualified and all purse money earned by HUNCH MAN from the 1st race on 6/17/2018 must be returned. Mr. Dowdall is fined $2,000 (fines are due within 10 days of ruling). Mr. Dowdall is on a conditional license and that was considered an aggravating factor in determining the penalty. Please refer to ruling #18070CD that reinstates a fifteen (15) day full suspension that had been held in abeyance from ruling #18030C. Mr. Dowdall had a hearing on 7/29/2018.
