Yes and that system is excellent. HOWEVER-----In the Judges office the FACT A Judge has already been caught and fired before proves the point for rigging draws: the random computer draw system is only as honest as the people holding the keys to the race office Every single manual override or change made in the software leaves a digital fingerprint (user ID, timestamp, and action). When "nobody checks," a rogue judge can get away with it short-term, but a formal commission investigation is typically what pulls those server logs to catch them.
I partly agree with this however if you're referring to Nick he was framed.
