maybe the "Brown Stain" is getting special treatment by Delaware authorities and told to slowly and quietly disappear

yes, you are correct

the DHRC doesn't do much--they need the horses to fill races so they don't suspend anyone

what does living in Maryland do to protect him from  Delaware?
