yes, you are correct

the DHRC doesn't do much--they need the horses to fill races so they don't suspend anyone

what does living in Maryland do to protect him from  Delaware?

Kevin Lare is listed as trainer at Plainridge on a couple-then when they ship to DE-he has a beard
