dont really follow the tbreds
however clearly there was/is an issue and woodbine is trying to get in front of it
you are at the end of the season so all the good horses are put away and you are dealing with cheaper older horses and its the end of their season so they are tired and likely beaten down some
trainers/owners trying to squeeze in the last few races to get some money for the winter and entering horses on short rest ( for t breds)
those factors combined could clearly cause some issues to horses health

It's good to see them at least try something that may help avoid breakdowns. However more will need to be done.
I wonder if Emma Jaynes accident had any impact on this, or it may have already been in the works prior to.
