Scioto Race 12 7/5 - Double Inquiry

Can someone explain this?

Double pylon violation on 6 (winner) & 5 (3rd place)

6 gets placed 2nd; 5 gets placed 6th

How do they determine where a horse gets placed after a pylon violation?

6 was much the best and won by two lengths. Would've still won easily without going inside two pylons, which couldn't possibly have benefited him two lengths.
