I haven't had any issues.

I believe that it is the judges who close down the betting.

it just seems very recent that they are closing off a few seconds earlier which makes a difference  in some races

If you're streaming the races on something (e.g. Youtube or Facebook) other than the HPI video, make sure you hit the "live" button to refresh the video to real time.

I've been shut out a few times because the video I'm watching somehow ended up a minute or two behind real time. I switch to HPI screen to make bet and betting is closed.
