for the over all benifit of harness racing testing should be much better. it also needs to be applied equally to everyone. burke and all the big stables at every track, state, ectra seem to get special treatment. the smaller stables get screwed. slowly the smaller ones get out of business. next thing the field sizes get smaller. states allow people to race two in a race uncoupled. slowly bettors, myself included bet less or stop. test. fine. suspend. rules applied to all evenly. get the publics confidence back. handle will go up.
