I heard a rumor that there was a trainer that was a master of putting ringers in. For those dummies that have no idea what I'm talking about,,, a trainer would pay off the tattoo man and let's say the horse was N/W of two per mutuals races life and that horse was going off at 15-1.   They would bring in a similar looking horse that was a $60,000 claimer (nobody would check the tattoo).  I heard the trainer & owner tattoo man would cash a nice ticket as the horse ran off the screen,,, even if the pigeon driver was clueless. I heard that the trainer would just tell the pigeon,,, send him down the road.

Pari mutuel might be the term.

Every horse I have ever raced in a Pari mutule race in the last 60 years has had the lip tattoo/freeze brand/ or microchip  checked before the race and then again, if the horse won in the test barn(spit box for us old timers).
They did use to collect saliva from the winner.
