It’s an open secret in Washington DC that a well-timed payment to the right person or Super PAC suddenly puts a prisoner on the top of Trump’s pardon list.
Now, a new report just revealed how the pardon industry in Trump’s regime actually works — and how expensive it can be.
According to The New York Times, Venezuelan banker Julio Herrera Velutini faced felony bribery charges for allegedly helping finance the campaign of Puerto Rico’s then-governor in exchange for removing a regulator investigating his bank.
In August 2025, he struck an unusually lenient plea deal for a single misdemeanor. But Velutini still wanted a pardon.
So, he hired Christopher Kise, a member of Trump’s personal legal team. His 27-year-old daughter, Isabela Herrera, gave $3.5 million to a super PAC tied to Trump. Still, as of last fall, no pardon.
Then along came Alina Habba, another former personal attorney for Trump. According to the Times, the Herrera family offered her $10 million a year for four years, plus bonuses, guaranteeing more than $50 million. The job was general counsel at Concord Partners, a company Herrera set up in late October 2025 that has no public profile and whose business is unclear even to some people in the Herrera orbit. Habba finalized her deal days after the company was registered.
At the time, she was still a senior adviser to Attorney General Pam Bondi, with an office at the Justice Department and a U.S. Marshals protective detail. She started at Concord on January 1st. Weeks later, Trump gave Herrera a full and unconditional pardon. WHAT A COINCIDENCE!
People familiar with her contract told the Times they believed she was brought in to help with the pardon push and were surprised by the pay. Habba, naturally, denies any connection. “Any insinuation that my employment... had anything to do with securing a pardon is false,” she said. The Justice Department and a White House official also say she had nothing to do with it.
The Times notes the pardon covered more than Herrera. Trump also pardoned the former governor and a former FBI agent, all shortly before sentencing, disappointing career prosecutors who wanted harsher penalties.
Meanwhile, The Times reports a pardon industry has sprouted in Trump’s second term, with wealthy defendants paying well-connected lawyers and lobbyists, and many concluding that backing Trump is the fastest route to clemency.
Habba’s life has moved fast. She resigned as New Jersey U.S. attorney after judges ruled her appointment unlawful, started dating a Turkish investor soon after the pardon, married him last month, and is now feuding with Ric Grenell.
No one has definitively proven that offering Habba the job bought the pardon. But a $50 million deal, a pardon weeks later, and a company nobody can explain is exactly the kind of sequence that raises eyebrows and deserves answers. One question to pay attention to is what happens to the $50 million after it hits Habba’s bank account and who else may benefit from Velutini’s largesse
