Fines for whip violations

Looking at today’s Fines and Suspensions on the USTA site, it is incredible how varied the fines are, from state to state, ranging from $100 to $1000. And before you say that the highest amount was given to a repeat offender, take a look at the first driver named. He got hit with the hefty $1000 fine at an Ohio fair. Admittedly, maybe the judges did not cite past violations in their ruling, which often lead to increasing penalties. But I haven’t seen this guy’s name before.
Any Buckeye horsemen have any insight?

BELL Is a real slasher!
He has had many fines, and several days in IL.
Never drove much, but percent wise I bet he has more days for whipping then any driver anywhere.

3rd whipping violation in the last month for Bell, thats why he got $1000.

This guy is a Clown not a horseman! Anyone who believes that Whips solve shortcomings in training,rigging,confirmation or breeding belong in a different line of work! Nobody cares who can hit one the hardest anymore. He definitely deserves a permanent suspension since the fines aren't doing the trick.Why his employer continues to allow him to beat his stock to the pulp is also a concern that needs to be addressed.SMFH
