Short on horses, does a great job handle per race is probably better than Yonkers.

More race secretaries are getting "creative"-----and they have to. It's a must. OTOH, in some situations, you are always going to have crybabies who say they wrote the race for so and so, or they opened the race for this one, etc. If they are doing a good job-----the right job-----I give them credit for the efforts.
