They've all been caught at one time or another.  Problem is they do nothing or very little about anything.  Let them take minimal suspensions when it's convenient for them.  Game is a joke and is slowly dying off.  Hope they are saving all the money they are stealing.  I believe Per is the biggest of them all now!
