The $ will ultimately disappear if theirs no handle. Now, imo the general public doesn't understand tracks like Yonkers are losing money and it's only the slots that keep them afloat.

There is an illusion  maintained that gives cover to the lawmakers. When that sheen is totally gone it will be difficult for lawmakers not to move the slot money elsewhere say schools etc. Especially when things get tight again. While the general public may not understand what's going on the budget bureaucrats do and the slot $ will go elsewhere.
