Pompano tues carryover pic 4

Carryover in pic 4 can anyone tell me why they dont pay 3/4they held entire pool over .no tickets hit all 4 races 15 k played last night or so it says  who's in who stiffs ?who will try

4 was still in front at  the wire but they said 5 wow
