At the conclusion of a public hearing, conducted by the Delaware Harness Racing Commission on November 18, 2025, March 10, 2026, and March 24, 2026, the members of the Commission voted unanimously to amend the ruling by which the Board of Judges denied Mr. Howard A. Taylor's (DHRC #2578) application for a license from a License Denial to a License Refusal. The Commissioners gave the applicant the option to withdraw his application, and he did. Mr. Taylor remains unlicensed and ineligible to participate in pari-mutuel racing in Delaware.

Both Delaware and Kentucky allowed him to withdraw. AGCO flat out suspended him. And here's why...
