Send someone to Hong Kong and copy their comprehensive policies on testing. Training facilities were the game changer that permitted blood builders and next level pain killers to propagate horse racing. In retrospect, thinking local racing commissions could police these unscrupulous win at all costs characters was terribly naive. Just look now after what Mike has painstakingly laid out, people are still actively racing and winning races.
