Hoosier race 14

1 horse is scratched so the 10 follows the 2.  The 2 breaks right at the start and the 10 has to pull up and is interfered with.  The 10 ends up finishing 4th and after a long inquiry they say they are refunding all bets on the 10 and basically declare it a non starter.  My question is if the 10 would have won the race would they still have taken him down?  Just seems like a strange call.

Believe the rule is if they win they are paid as normal but anything else they are a refund.

Thanks just don't see this very often.  Seems they are penalizing the horse thru no fault of his own was taken down and loses purse money but yet no ruling against the horse that caused it.
