almost done with racing. Watching  drivers back down second quarters, esp at Yonkers racing is nauseating.
So----I know that there are a lotta reasons why this wouldn't work, but how about a rule that the second quarter can be no more than one second slower than the first?
I the best interest of mainting the pace of the race?
Thoughts?

You both are right...TODAY handle is pretty much meaningless (besides showing the general apathy for harness racing).

In the near future after decoupling finally takes place, handle will matter (as it should).
