Why do tracks have stewards?

I saw two races today where there was clear interference, one that definitely should have resulted in a DQ, and not even an inquiry. One more of the million reasons why it's a dead game...


Here's one of the two instances I witnessed.

Don't have many serious inquiries in the cart game. Do have a lot of the horse breaking at the start and pylon violation nonsense though to cover as oversight.

Pics like this are VERY misleading. One needs to see the head on video shot to determine WHO changed their course. Not saying who was at fault in THIS race. Didn't see it. AND I am NOT a big fan of 99% of the stewards/judges.

No idea for sure but if you watch the replay there is absolute contact make. How is the Inquiry sign not even lit? I bet Dover maybe once in a blue moon so I don't care that much but this seems to happen at harness tracks a lot.  Just had the video playing in the background while doing other stuff and happened to see this stretch drive.
