Even before this happened their stable was much smaller this year than in year's past and their winning % was much lower.

they won their court case because  dover downs and delaware were considered one and the same.  Therefore excluding them would be denying them "due process"

that win gave them 30 years to not only collect welfare from the state but steal more than their fair share.
