Just watched the replay several times. Slowed it down frame by frame, and it certainly looked like the inside horse held on even though the photo finish camera says otherwise.

Harrah's Philly has a weird camera angle at the finish line that favors the outside horse by alot. It's also possible the camera showing the race is on an angle.

I've been going to that track for 35 or 40 years. The outside horse always gets it. The finish line is not straight across, more like a 45 degree angle like all 5/8 tracks. In other words not a straight line from the rail to the fence.
