Is Maine the only State that allows trainers under suspension in the paddock  ?

He husband is listed as trainer because she got 15 days for a positive

Logan lanpher got fined for being in a winners circle picture while he was on suspension. She should get the same fine at the very least- but this maine and sometimes things dont make sense.
