What happened to the idea where you can’t go a 29 second quarter and jam up the entire field and cause 4 horses to break??

Yes it was a slow quarter but McCarthy drove up on the horse in front of him and xxxx, Bartletts horse had room both in front and in back and made a xxxx for no reason.   
Look at the chart. the judges have it right and charted a DX for McCarthys horse.
