From when the gate was leaving to halfway into the first turn,  why was he sawing on the horse's mouth so he could get it all the way to last position?

The entire move from the back, 4 wide on the turn while gaining and passing, was done with no sawing.  Then, in the lane, wide and clear, not in any sort of traffic, when the intention is to go forward, he begins sawing.

It just is a real bad look, even if nothing was amiss.
