They should band pacers

Trotters make too many breaks. They fuck up many races. Big gamblers reluctant to send it in. A new ruling for breaking horses should be 2 or 3 consecutive clean qualifiers if horse makes a break in an actual race.

3 Q would be pretty severe.  how about after they re-qualify, they have to run in three 5 claimers .. might put the incompetent trainers on alert ?
