Was suspended by DHRC for non compliance. Appealed and nothing since. Almost 2 months ago.

Hes ass deep in fishman . But for some reason they just gave him a probationary license. My opinion he should have been in jail BEFORE LISA ever got a day. This pos ran over the state of DELAWARE FOR 10 yrs with fishmans EPO and synthetic morphine.  DE wont give howard a license but they continue to let this scumbag race.
