I think it's just a driving suspension which is a little different than a positive.  He may still be allowed to work for a stable and around horses.  Which is crazy, you know it's the same bullshit if he's taking them training miles.

He was given a 6 month driving suspension but also had his licenses in New York revoked as well.  So he probably can't be on the grounds of any track in New York but that might not carry to other states.
