In throughbred racing, only the rich owners and their trainers have the power to make significant changes in the business. The "Game Of Kings" is called that for a reason. Men like Repole, and the other super rich patrons of the game, control the game. Over 90% of the owners like me lose money. But to change the game takes honor and integrity. Not easily found in horse racing.
