I know they used to owe simulcast partners money so they shut the signal off. Wouldn't surprise me if that's still the case. Then when there's smaller handle, less % or zero coming from CAW's, which in turn erodes the handle even more.

Sad state of affairs. Life support at best. Unfortunately, the entire situation in IL just might be too far gone. Maybe one track can survive, but only with alternative sources of revenue, alternative gaming/wagering, and other lines of business.
