Who are the abusers

Everyone involved in any aspect of racing not doing anything about it to stop it and continually contributing to its running. 

If all the honest horseman just didn't show up, if the gamblers joined them, you'd see some action to end the abuse.

Unfortunately the crooks have an advantage because they could $ustain the event, they need to be physically removed.

The government, not effective.

We have to arm Sir Petrelli and Co. with more money, access and resources.

In the interim, no better time to keep the cheating scumbags on their side of the border i.e. ICE, DHS, Canada National Security, CBSA, killing more than one type cheater with a stone.

Start a non-profit or take over a defunct one and amend its purposes, then get the key people, press, point optics to multiple controversies, and the cash should roll in from a number of sources including but not limited to crowd funding, private, regulatory and membership, tracks / casinos / other related businesses, charitable, self creating income, grants... 

To save harness racing, punish the abusers and end the abuse!
