explanation needed.  IS this track offering stateside 10 cent super wager?  And if so..why not Canada?

I've noticed at small tracks before say that is a single 20 cent ticket taking the pool and it was hit in the US then that bettor received 442 USD and it posts as a Canadian payout being that single ticket. Not sure if that is the case here, doing a conversion that puts takeout in the ballpark of 25% on that pool.
