Has Mitchell Tierny as the trainer on his own stable , now he's going to be the paper trainer for another cobalt trainer, keep the commission going in circles?

In Ontario we the people are taxed to fund the do nothing AGCO it's a joke. Everyone who is a bettor or involved knows what is going on and yet AGCO does nothing. Then the government has the audacity to do radio and tv commercials for horse racing to try and get new fans and again it's with our taxpayers money. The sport needs new fans because they pushed the fans they had away because the way AGCO operates allowing the cheating to flourish enough is enough.
The Canadian site said 2 of his grooms Ryan and Hollingswarth are going down as trainer for him, one poster questioned the process or approval of who becomes the paper trainer or if there is any, do you know how it works
