Monticello Track Conditions

Can someone explain why they made a rail out of snow and ice in the stretch. Why wouldn't they plow all the snow and ice into the infield? I've never seen a snow rail before.

They are lucky they even have a working plow to move ice and snow....dump of all dumps.

In essence, it really was an actual hub rail. Is it even legal to race with one? Also, horse would surely fall if it was forced to step on or over it. Maybe I'm missing something as to why they did it, which won't be the first time.
