Legally it's like any other drug for medicinal purposes, regulated. Marijuana is not legal for recreational purposes federally, not decriminalized, just intentionally off the DEA radar for the minor league weight, large black market, cartels, they're still on the radar.
The gov has done psychedelic experiments for warfare, interrogation, mind and out of body experiences, those are search projects, some classified.

Because the sport is dead. The sports biggest owner Greg Luther knows it.
Why give money to a bunch of doping horsemen? They use up the horse and it ends up in a kill pen. It is animal abuse.
There are thousands of better ways to use that money.
