Ceba Horsey has been given an indefinite suspension of at least 164 days for a repeated indiscriminate use of the whip violation. When his suspension is over, he has to meet with the Presiding Judge to discuss his return of full driving privileges.

A bigger question is who are the trainers/owners that list him to drive their horse. Forget about the whipping issue, he just gets in the way in most races. Goes off at huge odds, most of the time non-competitive. He will eventually get a dream trip in a cheap, cheap class and win one.
