($300.00) dollars. While driving #1 "Ideal Danny" in the 8th race at Freehold
Raceway on February 8, 2018, Mr. Hanney did use his whip in an
excessive, unnecessary and indiscriminate manner. (One-hand whipping at
the start). Violation of N.J.A.C. Rule 13:71-20.15.

EXCESSIVE OR INDISCRIMINATE USE OF WHIP
Ian (Joseph) Hanney is hereby suspended from driving for a period of ten
(10) days from February 26, 2018 thru March 7, 2018 inclusive and also
fined the sum of three-hundred ($300.00) dollars. While driving #6
"UPFRONT COUNTRYBOY" in the 10th race on February 15, 2018, Mr.
Hanney did use his whip is an excessive, unnecessary and indiscriminate
manner, which is in violation of N.J.A.C. 13:71-20.15. Mr. Hanney is a
repeat offender of N.J.A.C. 13:71-20.15 as he has had multiple violations
over the past twelve months. Please note that any further whipping
violations by Mr. Hanney in 2018 will result in a much more severe penalty.
Furthermore, in addition to the penalties issued in this ruling, the Board of
Judges has also determined that Mr. Hanney must enroll with the
Backstretch Community Assistance Program. Violation of N.J.A.C. Rule
